《北京市國際交往語言環境建設條例》介紹
《北京市國際交往語言環境建設條例》，是全國首部針對國際交往語言環境建設領域的地方性法規。《條例》的主要內容包括公共服務領域外語便利化、規范外語標識和促進社會參與三部分。
The Regulations of Beijing Municipality on Improving Language Environment for International Exchanges is the first local regulations on improving international language environment. It covers three areas, i.e. foreign language facilitation in public services, standardization of foreign language signage, and public engagement.
《條例》的出臺是為了從多個方面促進北京國際交往語言環境建設水平的提升，助推北京形成全方位、多層次、寬領域的對外開放新格局，更好地服務首都高水平開放、高質量發展。
The Regulations aim to improve Beijing"s foreign language environment for international exchanges, facilitate all-round opening up and boost the city"s quality development.?
郵政電信領域的外語便利化服務
近年來，隨著移動互聯網和電商行業的發展，郵政電信領域快遞業迅猛發展，并逐漸影響和改變人們的生活方式。接收和投遞國際快遞也成為日常生活的一部分。
With the development of mobile internet and e-commerce, courier services have seen rapid progress, and have changed people’s daily life. It has been part of people’s daily life to receive and deliver international express mails.?
今天，我們帶大家一起了解《條例》中關于郵政電信和快遞領域提供的外語便利化服務的相關規定以及郵政快遞行業常用的一些表達。
Today, we’ll introduce the regulations on foreign language facilitation and some frequently used expressions in the field of post and telecommunications industry.
《條例》第二十條規定，市市場監督管理部門應當會同市政府外事等部門制定和完善郵政電信等領域的公共場所外語標識譯寫地方標準，并向社會公布。
Article 20 of the Regulations stipulates that the Municipal Administration for Market Regulation, together with the Municipal Foreign Affairs Office shall formulate local standards for the use of foreign languages for public signs in the field of post and telecommunications, and make it public.
由北京市外辦、市郵政管理局、市通信管理局等單位共同起草的《公共場所中文標識英文譯寫規范》郵政電信分則已于2021年9月24日發布，并于2022年1月1日起實施。
The Guidelines for the Use of English for Public Signs in the Field of Post and Telecommunications was promulgated on September 24, 2021. It was jointly drafted by Beijing Municipal Foreign Affairs Office, Beijing Municipal Post Administration and Beijing Communications Administration.
《公共場所中文標識英文譯寫規范》郵政電信分則中明確了所涉外語標識的譯寫要求和譯寫方法，并按機構名稱和服務信息分別給出了譯寫示例，便于讀者理解、掌握和應用。
The Guidelines specify the Chinese-English translation requirements and methods. The Guidelines also give examples for the convenience of readers.
示例包括一些常用的外語標識，例如“（快遞）收派員”譯為Courier，“掃碼取件”譯為Scan to Pick Up，“憑取件碼取件”譯為Use Access Code to Pick Up等。
The examples cover some frequently used phrases. For example, （快遞）收派員is translated as Courier，掃碼取件 is translated as Scan to Pick Up，“憑取件碼取件”is translated as Use Access Code to Pick Up.
據了解，大興國際機場、使館區周邊等外籍人士聚集區的郵局均采取增設外語標識、配備具備外語能力的工作人員等措施，為外籍友人辦理業務、咨詢信息等提供便利。
The post offices at Daxing International Airport and around the embassy compounds have foreign language signs and staff capable of speaking foreign languages in place for the convenience of international friends.??
